Palmer Says NO!!!
His sleeve rolled up, about to receive The Treatment, Palmer suddenly says “no.” What is he saying no to? What makes him suddenly able to refuse?

I think he said no to not wanting to be a boy that is against pigeons. I think he is finally able to say no because of pure pressure. It kept building up until it was finally let out or forced out.
