I think that the auther chose to end the story with a question from a child in the crowd asking for a pigeon as a pet, maybe because somewhere twords the end of the story Palmer reveals the two secret pigeons that he has been hidding, in his room for the longest.

Do you think Palmer is now helping people see that is alright to be against the piegeonshoot?

I think the author chooses to end the story like that because he tries to make you think.
Also cause he might tell them that it is wrong. So Palmer might not wring it.
